The Sandbar layer comes from the PublicSafety Database and is part of the PublicSafetyRootLayer. This layer was made from the PublicSafetyRootLayer.aprx ArcGIS Pro Project which can be found at Q\\Programs\\ArcGIS Portal Services\\0-Root Services. This layer was set up to show all the locations of sandbars that would be dug out and cleaned up to allow for better river flow thus reducing flooding. These sandbars will most likely return to the area where they were before. So, this layer can be used year after year to know where to clean sandbars.
