The Incident Location layer comes from the PublicSafety Database and is part of the PublicSafetyRootLayer. This layer was made from the PublicSafetyRootLayer.aprx ArcGIS Pro Project which can be found at Q\\Programs\\ArcGIS Portal Services\\0-Root Services. This layer was set up to track any incident or problem that occurs as a result of a disaster or emergency.
