The Quarter Mile Grid layer comes from the PublicSafety Database and is part of the PublicSafetyRootLayer. This layer was made from the PublicSafetyRootLayer.aprx ArcGIS Pro Project which can be found at Q\\Programs\\ArcGIS Portal Services\\0-Root Services. This layer was set up to create a 1/4 mile grid. In talking to someone that has done emergency mapping a lot, they have indicated that a missing person/suspect/etc is usually found within 1/4 mile from the last known location.
