Service Description: The road labels and other layer's pop-ups must be used outside of the vector tile layer. The road layers have a tiling issue that creates duplicate labels in the vector tile, so they have to be used as a map image service instead of within the tile layer. Pop-ups don't work with the vector tile layer, so they also must be used as a map image service.
