This layer was made from the PublicSafetyRootLayer.aprx ArcGIS Pro Project which can be found at Q\Programs\ArcGIS Portal Services\0-Root Services. This layer was set up to show the public and reporters where we will be setting up JIC's (Joint Information Centers).
